I did not have the workable program because they want me to purchase this software which I thought it was included in package I bought from Dell.

Hi There,
After having purchased a few image editing programs, Paint shop Pro is the only one I ever use.
Go ahead and purchase the program. However I would go to an electronics store and buy the disk.
Because with the disk in hand it is easy to reinstall when you reinstall your operating system or if PSP "crashes".
The "key" is easy to lose and it is a hassle to get another one when you wish to reinstall the program.
